Cand, I made something similar to these in Jr High shop class. While I don't remember every step, I can tell you the basic process. The curls can be made from rods. The you bend them by securing one end in a bench vice or similar and form with your hands. The blossoms can be cut flat out of sheet metal and bent to your liking. All parts are then stacked together and spot welded inside the cups.
If you have all the parts made, you can probably get a welding shop to do your spot weld. Or ask at the local community College.
