I hate to go all through reinstalling this holder if i have to have it replaced to my 'sensitive' brick wall in front of my home. The part that i circled is like an arrow shape that has been worn thin cause of an occasional strong winds that waves the pole.
That looks like an index pin to keep the other part of the flag pole at the desired angle. It seems that the bolt holding the two halves together might be slightly loose. A lock washer under the head of the bolt with the bolt wrench tightened should keep everything in place.

You might try placing a small wedge between the pole and arrow piece. Fasten the wedge/spacer with some epoxy.
