There is a no scrub product "wet and forget outdoor" that works slowly over time to remove and prevent this type of issues. I purchased it from Lowes but there is a great video on QVC.com. You can also order it from walmart.com.
Get chemical spray from hardware store ,spray ,then use pressure washer.just did his on our moldy dirty brickwork,worked great!

Oxyclean with hot water and a scrub bush.
A pressure washer with a siphon in either CLR or Simple Green or Simple Green/ Oxyclean mix will clean almost everything.

Try washing with a power washer? I have a small one with an adjustable spray. It works great on cement. Because your cement is "aged" stand back a bit and use a wide spray so that the force is not too great. Keep going over it until sediment/grime is gone.

There is a cleaner at Dollar Tree store called AWESOME...It works great on everything!
We live in Atlanta where it gets really hot and we tend to have very dry summers. Since my house faces almost dues west, the hottest part of the day puts he sun right on my brick steps.
However, the past few summers have been rather wet and for the first time EVER, I have had green slime and black mold on the olding between the bricks of my steps.
A couple of weeks ago, we had the house washed down and the guy uses the pressure washer on really low just to put on the "Spray and Forget" on the house and steps.
They are clean for the first in a few years! You might want to try this product. You can get it at the big box stores and can apply it with a garden sprayer! Follow directions.
