Check out my post on fixing crazy veneer issues. https://karupp-did.net/fetor-to-fetching/. It depends how bad the veneer is coming off. Sometimes bondo works to smooth it all out. But check out my post to see if you might want to completely remove the veneer. Hope this helps.
Can you send a picture? Veneer isn’t usually thin enough to “bubble”. It can delaminate, due to water/liquid getting under the finish and that’s a veneer repair, that I would get several opinions on, because it’s in a prominent place.
If no part of the veneer is missing, i’d try to remove the part of the veneer that is loose and glue it back with wood glue. I would only do that if the damage is on the edge though. In case you decide to remove the veneer to replace it or paint the wood, here is a video that can help.
