Sure you can, but the border edge will show. I'd remove it and then paint.
I wouldnt it would take alot of paint and the edges would show..use a garment steamer or rent a wallpaper steamer from your local home depot..it will do the job in minutes...

You can, but don’t ever think you will be able to get it down after that. Borders are notoriously hard to take down. When you paint over it it makes it near impossible.
You can if the border wasn't put on properly and removing it would likely damage the wall, but if you know the border was sized properly, then it should come off fairly easy. You can paint it, but yes, the edge of the border will show through the paint, and the moisture from the paint might loosen the glue on the border and it can start lifting under the paint.
Remove it. Moisture in paint can make it bubble or separate. Seams will show.
Janice: the correct (long term) answer is to remove it first. It's a messy job, but totally worth it.
