Hi. If they are old ties, they may have been soaked in cresote. It's no longer used, but stays oily forever. The concrete will not stick to these type. If they're pressure-treated you're good to go. Happy DIY'ing!
A little more info would be nice. Tire stop, retaining wall ?
Concrete will crack in a short time, really not a good fix.
Wrapping in chicken wire wil give cement something to adhere to.
