Are you asking if you should put in rails because it is a split level Foyer? If so, then the answer is - has anybody mis stepped/tripped because the change in level was not noticed? If so then maybe yes! Folk are not looking at the floor when they are being greeted on entering someone's home, they are concentrating on their face.
