I agree with part of the advice from Betsy, cut the plant short and dispose of it either through composting or curbside yard-waste removal. You could use vinegar to kill it, then cover with black plastic or secure it with a can, make sure it is completely covered.
What I would not do is use a weed killer like Ground Clear, This is because it is a poison and by rain, water run off, watering..., it enters the ground and water sources like streams , rivers, bays, and reservoirs. It goes down into the aquifers under the ground that provide well water. As the poisoned plant breaks down, the toxin it has taken up is released, further compounding the problem.

Please, please, please do not compost or use curbside yard waste removal. Ivy is a noxious weed that can live with just a small leaf or stem and then may sprout in other areas if someone uses the compost. Cut the plant short dispose of it in the garbage and then use a killer just on the stump or king root. I have had success with:

P.S. Vinegar works on many plants but it is topical not strong enough to get in the root system of Ivy.
I have the same problem with wisteria. I just sprayed the perimeter of my yard with something guaranteed to kill all vegetation for a year and all the wisteria came right back. And more suggestions?
Someone told me put salt as close to root as possible. Never tried it buts its worth a shot. I pulled all mine out.
