My question would be "How did the water line get there". If you had water in the room that left a line it's probably unsanitary and maybe be loaded with bacteria behind the panel. In that case you will need to replace the paneling and also check what's happening behind it.
If it's from something that dripped water onto the paneling, then you can try cleaning it with vinegar. Spray it on, let it sit a few minutes and then wash it off with warm soapy water. Repeat if necessary. I hope this helps you.
I’m with Linda. I suggest you check the back of the panels for mold. Here we easily get what is called black mold. It’s fuzzy and black, it can be in powder form also. If this is the case, rip saw the bottom bad band an do an overlay of something that you might like. A wains cot of old barn wood or old flooring, or even carpeting a wains cot a coupla feet high using the hemmed portion at the top. As to replacing the carpet a company called Servpro cleans flooded carpets, changing pads good for bad. They are much cheaper than replacing the carpet. Please remove molded board as it is a health hazard to ya. Black mold attacks your lungs. If only a small section of the carpet is damaged, and you can find a matching remnant, remove and replace the bad section. Using a carpet knife cut to the floor. Remove the pad and old carpet. Replacing the pad first then cut to size the “patch”. Buy carpet tape. Glue facing the glue up with the paper still on it with a steam iron. Peel the paper off and press the carpet on top to the glue. Now take the same iron “cleaned” on top of the carpet. If you didn’t leave a little extra for the “seam” take a stiff brush to help mate the edges better. If you have small over lap use a razor knife to trim the excess. Don’t cut into the tape or all the way through, just trim the gap excess only. 3D
