I spray painted a door mirror frame and used a staple gun to attach chicken wire to the back. I've also done this with a large picture frame. Then use little clothes pins or clips to display your photos.

I make collages, but never a photo collage. The essence of collage, however, is to stick 'things' on a background so I suppose it is the same principle. Overlapping is the usual way to go. This seems to be a very challenging project to me, though, because the size of the frame and the number of photos would make a big difference. Since you have the frame I would suggest you get your art store to cut a piece of colored (say blue, red, even black) poster board and glue it with a glue gun to the back of the frame. Most importantly, you will have to choose who or what to represent and use only a few photos, the ones you love, of that person or thing. Groupings would seem the best.
Next, overlap these photos - maybe cutting around faces and places to eliminate waste space - then, most importantly in collage, leave small spaces (maybe thin lines) between each grouping to show the colored poster board behind to give it uniformity. Then just use your glue gun to make a little dab on each corner of the photo and stick it on.
You can buy a hanging kit in your hardware store to complete the project.
