Maybe put plastic on window would be best idea.
plastic is good, but if they are just loose, maybe you could put hooks on inside to make them tight, or fastener of some sort on either outside or inside to keep them tight. hardware stores used to sell fasteners for that, not sure if they still do.
Try plastic you put on and blowdry
If it were me, I would cover them with plastic and use a heavy duty packing tape for the winter or even bubble wrap. That keeps out the cold. Some windows we covered with bubble wrap but we left the tip or a side slit of about 6 inches wide to see out. It made a huge difference.
