Unless you know your woods, pallet wood is mostly made from the cheapest soft pine available. Once in a whole you'll be able to find a hard piece of oak, but that's rare. Remember, you are gathering someone elses cast offs. They wouldn't be throwing them away if they were valuable.
Why am I saying this? Because to go through all the work of preparing the wood and installing them, only to have them wear out soon is really not worth the time and effort.
Sal is mistaken. Most pallets are made of a mixture of softwoods and hardwoods. This is wood that normally are cutoffs from mills and would end up in landfills. Instead they make pallets out of them. A lot of DIY's make all kinds of things with them.

Pallet wood isn't appropriate for flooring. It's mostly low grade lumber, I.e., throw-away lumber. It will be splintery, cracked, warped, irregular...not something you want to walk on. Sounds as if budget is an issue. Why not go brown paper route?
