The concrete company Surecrete makes a water-based stain called Eco-Stain. The most common method of application is to mix the stain with water and apply it in circular motions with a pump-up sprayer to dampened concrete. Colors can be, mixed, diluted and/or laid one atop the next. Your concrete surface must be clean of grease and dirt. Use a pressure washer and a degreasing detergent to clean it. The concrete must be unsealed, so the stain can soak in. Test this by pouring a tablespoon of water on a dry, level area. If the water beads up the concrete has been sealed and you would have to remove the sealer. If the water spreads and soaks in your concrete is ready to receive stain.

Acid stain is also a good option
Staining or stamping is pretty. Edge with plants or some type of decorative border. Add lighting.
Why not start with a good pressure-washing? ...then you can clearly see what you're dealing with?
