Looks like a sand it down job to me or a job for chemical Stripper, but you could use ESP (Easy Surface Preparation) It is a sort of paint finish that goes on top of anything that you wish to paint after. Best wishes.
You can sand it down or go the messy route and use a paint stripper.
Before sanding, try fine steel wool to see if you can save the existing finish.

Bombay is just a deep color stain. Sand or use stain remover like any other piece of furniture. Steel wool isn't strong enough to remove stain very well.

You can use chalk paint if you like to change the colour.
