Late winter (mid to late Feb. in S.sw. PA) , if you reside in areas with cold winters.
Now, if the leaves are dropping where you live. Knowing where to prune them back is important.

Normally I prune in the fall after their last blooms or the very early spring. They're such a forgiving rose bush that you really can't go wrong with this one. I've even trimmed in the summer because mine was getting out of control.
