Bargain basement cheap? A tarp or heavy duty clear plastic hung or stapled to the porch frame.
My girlfriend had plexiglass framed for each of the porch openings. They get hung up in fall and come down in spring.
Assuming your screened porch has a roof, what about some inexpensive shower curtains hung on the inside? Walls for pop-up canopies have walls with velcro strips to attach around poles, that could maybe work too. You could also purchase plastic outdoor roll up/down blinds and put them on the outside of your screened porch, and raise or lower them as needed.
