Best I've found is really EASY. fill your bath tub with HOTTEST water. Add powdered DW detergent making sure it dissolves. Take the blinds down and drop them in, swish a few times to move the louvers around and walk away. I have left grunge yellowed kitchen blinds overnight. AMAZINGLY white in the morning. Stand them on end to dry and you are ready to rehang.
Works great on light globes too.
sometimes it is cheaper to replace them because it usually turns them yellow permantely

I took them down filled my small kid pool outside with HOT water. I boiled some on the stove. Used Dish soap & DW detergent mixed well. Add blinds used a broom to scrub around a bit leave to soak for several hours. Rinse with hose hang to drip dry. Was not as hard as I thought.
