Anywhere seeds will grow you can plant them, but after care needs to be considered. It's impossible to answer this question as it must be seen. Size of chips, age of chips, proportion to earth/dirt to chips, etc.
How deep are the wood chips and how long have they been in place...?? what is the wood...evergreen trees can acidify the soil..so first need to know this
Rozmund is right. As long it isn't Evergreen or Birch chips you will be A-ok, but if I were you I would take it down 3 inches and pour in some manure and top soil.

Mine absolutely loves the bark mulch area ( cedar) no worries about acidity.
It grows about 6 to 8 inches tall and completely covers the area, No watering, no trimming ( except where it tries to escape it;s boundaries and then we use our electric trimmer ) We started with about 10 plants and it now covers a 20' X 8' ish area, in just 2 years.Better in the shady area but just fine in the full sun area as well.
And no, I dont have an issue with attracting neighbourhood cats.
Ted, Our neighbor had similar trouble and ordered the Hydro Mousse liquid lawn for his yard. It looks beautiful! It comes with the sprayer and seeds mixed in the foam that allows the seeds to grow. It nourishes the seeds until they can get roots established in any type of soil. We are amazed at his lawn. It looks so thick and dark green.
