the two main shelves are bolted in. Wondering if I will need to do the same for another shelf, and what is the SIMPLEST and CHEAPEST way of doing this. Do I need a certain type of corner brace?
How can I add another shelf to this old bench?
I am unsure of what exactly this bench is made of-some kind of steel. It is magnetic which is why I think it's steel. I just want to add one more row of shelving. the actual shelving should not be an issue, but I am not sure how to add a row- would I need to use nut and bolt like the main ones? All "remodel" issues are welcome, painting , drawers, etc.

It would look best if you mimicked the current shelf.
How is the current shelf attached?
What about industrial brackets. They could be bolted to the current top shelf and that would allow another to be added. Here is a link that more or less shows that product only change would be connectors at both ends.
