You need a consult with a structural engineer and possibly a soils expert. Obviously there is water intrusion from the outside. Are you gutters and downspout in good shape? Could be that the ground outside your home needs to be regraded away from the structure. You might need French drains too.
Does your area have “wet basement” contractors? Have a couple come and give opinions/quotes. It might be a simple fix - a waterproof coating/crack repair - or it might be major with weeping tile etc. In the meantime you want to get all the wet and moldy material out of there for your health. So sorry this is happening to you! :)
Call a foundation waterproofing company to evaluate and access the cause and solution. You may be able to do the repairs yourself based on their determination.
There is a crack in the foundation. Outside area must be dug out, & inspect foundaion. Tar area, & then adhere a HD plastic barrier thre. Replace removed dirt, & cement. ...problem solved!
