Is it at all possible to have a civilized discussion with the neighbor?. Some people wholve never lived in an apt. or condo setting can be completely oblivious to sound transmission. It's akin to having a team of Clydesdales walking across your floor, or having your chandelier shake because Attila is crossing the Alps... Because you're in a condo, you should check your HOA bylaws regarding noise. You may have legal recourse, if it continues unabated.
As long as you have the height, I would put self adhesive cork tile on the ceiling then these tiles
