Try Bondo. I think that's what it's called. It's a very strong patching product. Apply, sand and paint. Sold at Home Depot.
Bondo is auto body filler. May work if there is a little wood rot. Dig out the root and fill in with Bondo. If there is a lot of rot you would need to replace.
You can pick away at the old rotten wood that is in the board and use a product called rock hard. You can purchase it from any hardware store and it is very cheap and easy to mess with. After removing the rotten wood, mix up some rock hard and apply it in the areas where the rotting wood was. After the product dries, you can sand it down to match the old wood and just paint over.
