time for a new rack?
It could be hard water build-up. Try vinegar.
Give it a good soak in vinegar or try CLR.
It could very well be that the porousness of the plastic has over time, allowed the minerals in the water and the soap residue to become imbedded into the plastic.
These drain rack sets, especially non-brand name ones, are not expensive.
Compared with money spent buying cleaning products, hot water, plus your time trying to 'restore' the rack, it might be more cost effective to simply buy a new one.
Put it in the dishwasher using a heavy duty dishwasher detergent. Simple. Sometimes I wash walking and running shoes this way.
Thank you all for your suggested solutions. It might just be time to get the old fashioned wire rack. On the other hand I could empty the rack and wipe it down instead letting that hard water sit.😒
