find source -- if ground around the foundation is not sloped sufficiently to provide drainage you need to pull away any mulch, dirt, etc. so that the water drains away from the garage; check to see where gutters are draining... assume you mean rain water... if water is coming from a leaky pipe -- you need a plumber to find the source ...
You may need to install a french drain or simply waterproof the area. It depends on if it is a seeping issue that is dampness vs. full on water pouring in. It might be worth your while to at least have a foundation company take a look at it and give you a quote.
Talk to the hardware expert and get water sealer. Explain the situation to that person and they should be able to help. You might check with more than one in your area. If you have a problem chances are others might be having the same problem. Also google this question. Hope this helps.
