Caulk around the outlet covers and put the childproof caps on the ones you aren't using.
There are foam inserts you can place behind the outlets and switch plates. Most home stores carry them. If you can't find those, you may be able to use craft foam.

Lowes and Home Depot carry the insulation packing for the outlets.
Check at your local home improvement store for foam covers.
You can buy foam covers for outlets. Just take off the plate and put the foam cover in and then put the plate back on. It does help keep the draft out.
We bought some foam outlet covers at Lowe's several years ago there isn't much to them but the work very well and they are rather cheap also.
Go to Lowes or Home Depot and get the insulators for your outlets that leak cold air.
