Is it glued down? If so you will need a scraper on a long pole to peel it up. Sorry not an easy thing to do.

Remove the baseboard, start at one edge and push the scraper under the vinyl to start. It may pull up in strips or you may have to use the scraper under the whole thing. Sand the subfloor to get rid of the excess glue before laying down anything else.
Would be cheaper to rent a sander. The people at the tool rental place will know what is best. Probably something that would cost big bucks if you bought it but will get the job done much faster.

You should have had it checked for asbestos before you began. At least wear a mask when sanding.
