It depends, is it antique? Sometimes you loose value by refurbishing or refinishing. What do you have in mind?
I gather you mean the wood case and not the clock face?
I would not paint it, nor totally strip it & re-stain it, as it appears to be Tiger Oak (quarter dawn oak) which is unique and getting rarer by the year.
Howard’s Restore A Finish (might be one word) is highly praised in the antiques & vintage furniture refinishing forums. That’s a safe product.
Lots of people swear by GoJo for serious clean up and avoid the over-restored look. I would try a spot on the back, after I looked on line at whether it was just removed with dry cotton rags or damp, or what.
If you want to paint the clock and it is not an antique, go for it. I would use Rustoleum spray paint in color of your choice to avoid brush marks.
