You can try to glue back. If very unique or special you can take it to a lampshade maker shop for repair.
Not sure exactly how it's breaking away, but maybe some invisible thread could be used to reattach it.

Use fishing string rather than thread. Thread will dry rot fast and then you end up doing the same job again.
