You probably shouldn’t try to paint tile in high-traffic or high-moisture areas.
Get started by removing grease, grime, dirt and mold with a good household detergent. Once dry, give the tiles a quick scuffing with sandpaper/abrasive cleaner to dull the surface gloss. Follow up with a clean damp rag to remove any sanding dust or excess cleaner on the surface.
Apply a high quality waterborne acrylic primer designed to prime hard, slick, glossy surfaces.
Once you have established good bonding/adhesion, you can prime the entire surface. Keep in mind that any surface prep short of clean, dry and dull or adhesion is poor, may compromise the service length of the system used.
After the primer is dry apply your paint. After applying the paint, allow the surface to thoroughly dry before being put back into service.

I've recently painted tiles in my laundry room. I would suggest lightly sanding first. Then clean the floors well with TSP. Start with 2 coats of primer, then use 2 coats of floor paint, and top with 3-4 coats of a water-based poly for protection.
Take a good photo to the paint department of the home improvement store and ask them what will work for you. They have the best selection, the most up-to-date materials and most important, the most informative sales staff to get you what you need for a professional job.

It is super easy to paint with Dixie Belle:
Step one: Clean with White Lightning
Step two: Apply two coats of Slick Stick (no sanding required!)
Step three: Paint one to two coats of Dixie Belle Chalk Mineral Paint
Step four: Use Gator Hide for a water-resistant finish, or any top coat of your choosing if you wish to use one
