How can I replace/improve an ugly countertop?

I have purchased a condo decorated in early ugly. Much can be done with paint, but I have 2 bathroom counters that need a lot of something. I'd prefer not to replace the whole cabinet if I don't have to. Ideas?

You can replace with a laminate top, or you can paint them.
