Yes, just do it around the walls but not on the tact strip.
Well, I have pondered this question myself for years. 1st you will have to have loose or loosen the carpet. If you have padding under it, that will have to come up also so that you can slide the cable under that. You will have top wrap the end of the cable with like duct tape to keep if from getting stuck on anything. You might also have to attach it to a narrow pole of some kind depending on just how long you will be running the cable. Good luck. FYI, this no not normally done after the carpet is laid.
Best bet is to not even bother with it beneath the carpet.

So...
Buy an Electric Box and a Wall Mount Kit for Coax, Drill 2 holes in the wall, feed that coax up from the Basement and through the wall to the Hole you cut in the wall, attfromthe Coax cable to the wall mount, fasten the wall mount to the Box in the wall. Voila, no more wires beneath the carpet.
