Hello Bill! I am not sure where you live but if the tall grass has browned you can cut it now. If you live in an area where there is snow leaving it be until March gives some interest to the landscape.
Wait til March, just when you see new green shoots just coming from bottom then remove the dead stuff.

I wait till spring when new growth can be seen. I like the brown against the snow. Don't like the brown...trim then now.
