It sounds like the water sits too long.
Consider a bleach tan in the toilet tanks.

I use non diluted bleach and let it sit for a couple of hours.
Squirt some dawn dish liquid in the toilet. Pour in some vinegar. Use a toilet brush to foam it up. Let it sit for about an hour or two. Then scrub with the toilet brush. The suds suspend the vinegar above the water line to get at the ring.
