How can I clean up old cabinet hardware to reuse?

Put it a crockpot or boil on stove with a few drops of dawn dish soap
What Rachel's Trash-2-Treasures said and scrub with an old toothbrush. Rinse well. Dry thoroughly (a hair dryer or the oven work well). You might need to oil the hinges after cleaning.

I soaked mine overnight in spic and span but I have also used Simple green. Then put them in the dishwasher for the final cleaning. Make sure you don't leave paint on them and mess up your dishwasher. I brushed them after I took them out of the cleanser to be sure all paint was gone. Mine had been enameled with white enamel paint.
And you can spray paint them after cleaning for an updated look
