Yes. Nicotine is greasy and oily. TSP, trisodium phosphete or Krud Kutter should do it. Or any good degreaser cleaner.
Absolutely! You must always wash the walls before you paint. TSP is what i prefer, but any good degreaser will work.
Mix white vinegar and water. Mix it 1 to1. 1 cup water for every cup vinegar. May take several times to get the results you want. Hope this helps.
You might try a solution of baking soda and water. You will have to try different measurements of how much water to how much baking soda. You don't want it to thick, but not running down the wall either. Hope this helps.
Krud cutter, Available at big box stores. This stuff is truly amazing. It will take grease off kitchen cabinets and it will remove smoky residue off painted walls.

The previous occupants of my house were both avid smokers (so I found out). To remove half a dozen layers of wallpaper, I decided to employ my steamer. Getting up a lovely head of steam, I couldn't help but notice the brown colouring on my walls now starting to run, leaving a magnolia paint. The whole lot had been up for so long that it was just easier to use the steamer to scrape off the solid layers of paint as well as the paper!
