You can buy radiator covers for them. They need air and cannot be enclosed completely. If you wanted to make a cover, it would be the same as a making a rectangular box to fit over the radiator. Wood will dry out and possibly warp with the heat from the radiator. Most covers are made from metal with a cut out design on the front for air flow.
Where are they located, Debbie? Go to HOME DEPOT OR Lowes. Get them to show u what they have on display. Try for something that won't be hot U will want to see the ones that have non hot to the touch covering to be careful not to touch and get burned. There is a material that basically does not pose a threat to u or your family. I don't think that they still make the covering that gets Hot. Safety factor there. U can call and ask if in doubt.

Debbie,. You must live in an old house, which had radiators. I have radiators in my house. Unless you have other means for heat, I wouldn't cover them. The covers are nice to hide the radiators. Since they are something from the past, I don't know what you can cover them with. Call Home Depot, and ask for the Customer Service Desk, they can probably direct you to the right department. They might help you locate someone who sells the covers. Aloha!
