Jackie...Polyurethane should be good product to use
It needs treated before sealing Plaster of Paris is an extremely porous material when dried, and as such, will absorb any new water that touches its surface. In order to waterproof plaster of Paris for outdoor use or for temporary exposure to water, you must fill in as many surface pores as possible. The most common fillers used on this type of plaster are resin, wax and shellac, which all work to varying degrees of efficacy. Although you cannot create a perfectly waterproof plaster of Paris piece, as eventually some moisture will get through the surface treatment, you can give your creation some degree of protection from the elements.Things You'll Need
Video of the Day
Allow the plaster of Paris object or sculpture to dry thoroughly.
Create a clean, protected workspace in a well-ventilated area. Move the object to the new workspace.
Coat the plaster with a waterproofing agent, such as Waterblok or marine resin, which penetrates through the surface pores. Let the agent dry completely.
Repeat Step 3 as needed to completely seal the plaster object, letting each layer dry completely. When dried, you will have a plain waterproof plaster object.
Apply your paint colors as desired, over the dried waterproofing agent. Let the paint dry thoroughly.
Spray the entire plaster of Paris object with a clear sealer or shellac to protect the paint job. Let the sealer dry before placing the plaster creation outdoors.

MORE HELP https://www.thriftyfun.com/tf20762899.tip.html another Plaster is a material used in several applications, including siding, interior and exterior walls, and decorative pieces. Outdoor plaster statues are used to adorn gardens and lawns of several homes. Unfortunately when plaster becomes exposed to humidity and moisture it can begin to degrade and pieces of the statue will eventually begin to fall off. It is possible to waterproof an outdoor plaster statue in order to preserve it and protect it from the elements for several years to come.
Step 1
Sand the surface of the plaster statue lightly with fine-grit sandpaper. Wipe away any dust created by the sanding with soft cloth Step 2
Cover the entire statue with a light coating of linseed oil, using a paintbrush.
Step 3
Allow the first coat to linseed oil to dry and apply a second and third coat, allowing each additional coat to dry before the next coat's application.
Step 4
Allow the final coat to finish drying before placing the statue in an outdoor environment.
I would use a spray polyurethane, it will be waterproof.
Hi Jackie, Apply two more coats of polyurethane to the plaque allowing each coat to completely dry in between applications. Tis should protect it from weather.
