How to replace a portion of my damaged ceilings popcorn texture that Is falling off and has water stains? Then replace and blend into exhisting texture. And what kinds of paints to use to cover water stains first on drywall and then on exhisting popcorn texture?

Do you have household insurance for Buildings - Water damage may well be covered! If not use Stain Stop to paint over all stained areas before re-decorating. It is nearly impossible to patch a Popcorn ceiling without it being obvious, even if you are a good plasterer. Best to strip and start again or board over.....
Use stain blocker primer like Kilz. Popcorn ceilings are sprayed on , kind of difficult to match perfectly. Home depot sells popcorn ceiling spray in spray can.

Make sure that whatever caused the water stains and damage is repaired before you replace. If not, you will just end up having to do it all over again. If you use the spray on type pop corn repair, use light coats until you achieve a decent match to what the existing ceiling texture looks like.
