Make sure your mop is rung out as Michu as possible. Rinse the mop often.
Move chabged over to a cloth pad that I spray the floor and mop basically water free and all
chemical free.
My mop is a Norwex mop system. It’s great for bare floors. I do sell them as a
consultant but im
only mentioning this because I’ve had such trouble with my wood and rubber floor that looks like wood. Kinda like linoleum or laminated floors but not really.
Anyway this has been the best way to get and keep my floors spot/stereo free and much cleaner.

Use Bona for hardwood floors. If really dirty use one cup of lemon scented ammonia to one gallon hot water
What kind of water spots? Surface spots or black discoloration? Maybe there's a solution here.

Refinishing would mean some light sanding after cleaning the floor. You can rent an oscillating orbital sander to remove old finish then three coats of a water based poly. Putting poly just on the spots may not match or look right with the rest of the floor.
