How do I paint a bathroom?
Re-paint a bathroom when the paint is flacking and peeling. How do it get a nice clean finish and prevent the paint from doing the same thing ?

I recommend sanding the paint that is flaking and peeling. Make sure to wear a mask that is approved for being exposed to lead (depending on how old the house is). Then for bathrooms you need a high sheen/semi gloss paint to withstand the moisture that occurs in a bathroom.
Sounds like lack of proper ventilation, possibly an incorrect paint formula or cheap paint, or was not properly prepped by washing walls, drying, priming and painting. As you can see there are a lot of possible variables. Could be any one or combination of mishaps.
Sand down until smooth. Wash the walls with TSP. Let the walls dry thoroughly. Then use a good stain blocking primer like Kilz. Then a satin, semi gloss or gloss paint in the color of your choice.
And crack a window, use the exhaust fan, even a portable fan to dry the walls up after each shower or bath. Wipe the walls down if necessary.
