Pulling, peeling, scraping.
I had to use a big scraper to get the residual glue off after pulling up majority of carpet. However, instead of scraping a glue off, you may have some options depending on what you intend to do with the floor. Put heavy carpet pad and new carpet over the floor without scraping all of the surface. Lay thin plywood over the floor and then install you floor covering. Whatever you do, be sure to get old carpet removed.
I wonder whether a steamer would help soften the glue and make it easier to get up? Might be worth a try. Best of luck :)
