Gas or electric? Brushed aluminum or glass or stainless steel? Stains should not be showing up unless neglected too long. Tomato stains necessitate immediate removal.
Try Bon Ami cleanser of Bar Keeper's Friend Cleanser. Your stove's paperwork should have included a section on cleaning.
what kind of stove? Glass top, burners, ceramic, stainless???
Have you tried leaving soaked paper towels with any of the cleaners just sit for a while? Maybe mix the vinegar and dawn and use that for the soak? It might soften it up enough to scrap it off. I do like bar keepers friend, too.
If this is a new stove you should have a book that came with it. There should be cleaning instructions and information of how to clean and things not to use on your new stove. There might be a specific cleaner that you should be using.

Is this in the oven or the top burners?
There should be a brand name and model number on your stove somewhere. I located the model number on mine underneath the knob. Look up the brand name on line should be able to get a phone number or information about your stove.
