Use a quality leather cleaner/conditioner.
There are specialized liquids available to deal with salt stains on shoes and boots. It may take several applications, but is very effective. Follow with a top grade leather cleaner, then leather conditioner and boot wax. Suedes require the use of a special brush to raise the nap.
