Not totally sure but we moved into a place that had exactly that and it was difficult to remove.
If seams are tight it save you work from stripping the paper. All in all it is time consuming but worth the effort to remove first. You can paint but it is more subject to peeling and cracking painting over the paper.
Cons: Painting over wallpaper makes it more difficult to remove later. You will be able to see the seams more distinctly. You see see any texture more distinctly. It may bubble up as you paint and it dries so you might not have a smooth, painted surface.. It will look like painted over wallpaper.
Pro: You don't have to go through removing the wallpaper.
Removing wallpaper is not a fun job but it is better to remove the wallpaper, clean off all the residual glue, make repairs, prime and then paint. You will be happier with the final result.
