How do I turn my upward light facing chandelier downward?

My arms don't just turn they are bolted on.

They are not made to move. That is the way they are made at the factory.
You may have to wind up taking a picture and going to Home Depot or somewhere like that and asking them. When you buy a light fixture it's always best to ask if it can be installed inverted because sometimes you're better off bouncing the light off the ceiling. You may not be able to turn it upside down..
