Hi Pam, Lavender is a perennial and should come back again.
Lavender does come back in zone 7 in Tenn, check you Zone on any garden web site by putting in your zip code or Google it. This info usually comes on a packet of seed or a potted plant and could save you $$$. Mine looks the same right now but it will fill out in the Spring.
Lavender is a woody perennial, so it does continue to grow from year to year, but the stems remain upright through the winter in preparation for new spring growth. With proper care and pruning, lavender will survive in the garden for years to come. Lavender is a perennial herb that continues to grow each year.
