Seal after painting. The article does not say anything about sealing except after painting.
Terra cotta wicks moisture from inside. If moisture gets behind or under the paint it will pop off. Really best to seal inside pot and outside before painting, then seal after painting.
Terra Cotta pots are used in planting because they allow the plants to breath and drainage is best . When you paint them/seal you stop both of these defeats the whole reason to use Terra Cotta.
No sealing inside needed.
