I used texture. Paint dept. HD carries it. Texture, then paint.

It's not recommended to paint over wallpaper, unless the paper is really stuck on and doesn't loosen off when it's soaked with water. In that case you can prime and paint. Unless it's 100% vinyl then you'd need to use a bonding primer like this one... then paint.
Mobile home and modular home walls are panels with a bonded wall paper and slats covering the seams. What I did in my daughters modular home. I removed the slats covering the seams. Filled the seams with no shrink drywall patching compound. Let that dry overnight. Netx day I used a damp sponge and soothed the patches. Then I primed with Kilz primer and painted like painting regular walls. She wanted smooth painted walls and not the mobile/modular look.
