Personal choice. Most people paint crown molding white no matter what ceiling or wall color are. A contrasting color other than the ceiling or wall color. A shade darker than the wall color also looks good.
Moulding should match the trim in the house. It is supposed to stand out. If you paint it to match either the wall or the ceiling, what is the point of even having it? No one will notice it. BTW, that is why I don't like white ceilings!
They are painted the color of the ceiling in my house. I would say it depends upon the look you want - lower ceilings, wall color - Higher ceilings, ceiling color.
