Ask several people to let you borrow their teapots. Teapots filled with spring flowers make beautiful centerpieces. Have fun!
Also, Thrift stores can be another source of inexpensive teapots.
You could set up a jig saw puzzle on a side table. Guests at the party could work on it throughout the day, then give to the 'birthday girl' as a present.

Wow 90 that’s wonderful. First make a plan . How long will it have to get them done. Real or artificial flowers. How many. How elaborat,will I have help and what is the budget. Borrowed items may be hard as people tend to take centerpieces. I would start at the dollar store or thrift shops. I would grab anything tea related. Strainers tea cups and of course teapots. The flowers should bring great colors in. Simple is always best just follow your theme like WE ARE HAVING A TEA PARTY and get some good help and let those creative juices flow. Have fun!

I remember as kids, we used to get 'party favor bags' to take home. You could apply this same idea to your party, making up little tea-themed treat bags (different types of teas tied with pretty colored ribbons in the little semi transparent fabric bags I have seen at the dollar stores).
Depending on the number of guests, it may not be feasible; it's just a thought that I had........
I attended a party with the theme of "tea party." The hostess got pretty, inexpensive cups from a big box store and made a party favor for each guest by filling with prettily wrapped tea and pretty cookies. For place cards, she got old teaspoons from a Goodwill-Salvation Army store (there are lots of old-fashioned patterns donated nowadays), scrubbed them up and tied a pretty ribbon and place card to each. There was a lovely tray of tea cakes on each table, set on lacy paper doilies, and tea or coffee was served in regular dishes, as was the food(party held in a room at a local VFW hall). For flowers, she place little bunches of violets in tea cups on the tables.
